Free tickets given to constituents

Does an elected official need to disclose on their annual City Statement of Financial Interest free tickets received for an event if the official gives the tickets to constituents?

No, so long as they give such tickets to constituents (but not to a family member or a member of  their campaign staff), the elected official does not need to be disclosed as them in the gifts section of the Statement of Financial Interest.
