Payment for City work performed before becoming City employee

May a City employee seek payment of fees owed to them by the City for work done by the employee before they joined the City?  

Yes. Pursuant to Code Section 20-602, a City employee may represent themselves in a transaction involving the City so long as the matter is not subject to their official responsibility and they did not previously participate in the matter as a City employee. As such, son long as the employee is only representing themselves and not another person such as a law firm, they could interact with the City in seeking payment of the money owed.
