Volunteering on matters handled during City tenure

May a former City employee serve as an unpaid volunteer for a third-party and work on matters she previously worked on as a City employee?

No. A City employee is permanently prohibited from assisting another person regarding any transaction involving the City in which they at any time participated during their City service or employment. Importantly, it does not matter if the former City employee is paid or unpaid in providing such assistance to the other person.
