Political phone banking

May City a employee work on a phone bank that promotes candidates for President, Pennsylvania Senate, and Pennsylvania General Assembly?

A City employee may participate in a phone bank that promotes a candidate for President but may not make any calls that promote a candidate for Pennsylvania Senate or Pennsylvania General Assembly if their districts are based, in whole or in part, in Philadelphia. The employee would also need to ensure that the calls do not involve political fundraising in any way.
