Get-out-the-vote letter campaign


Can a City employee participate in a program organized by a partisan political group to send letters to encourage registered voters to vote?

Yes, so long as the employee does not work for the Board of Ethics, Police Department, District Attorney’s Office, City Commissioners, or Sheriff’s Office. In addition, in order to ensure that the employee does not participate in a campaign for local office, they should only write to voters outside of Philadelphia or, if in Montgomery or Delaware counties, voters who do not reside within Pennsylvania House or Senate districts that overlap with Philadelphia.
