Non-partisan voter registration expenditures

If a group of people spend money solely on non-partisan voter registration activity in 2020 would they have to file campaign finance reports with the Board?

No. This activity would not require the filing of a campaign finance report with the Board since it does not entail expenditures to influence a City election.
