Can an elected official solicit contributions to a nonprofit to support an educational initiative of her office?

Yes, so long as certain sources of conflicts of interest don’t exist (ex. the elected official is not receiving any financial benefit from the fundraising; the elected official is not a member of the nonprofit; potential contributors are not currently seeking official action from the elected official; etc.).
