Ethics Training

General ethics training is required for all new City officers and employees within 90 days of joining the City. Elected and high-level appointed officials, as well as members of City boards and commissions, are also required to complete annual ethics refresher training.

General Ethics (45-60 min)

Overview of the ethics rules for City employees, including conflicts of interest, gifts, and political activity. Required for all new City employees, but open to anyone who wants to learn more about the City's ethics rules. Also covers basic information about the State Ethics Act, which applies to some City workers. Offered monthly, or contact BOE.Training@phila.gov to schedule for your department or office.

Board & Commission Ethics (45-60 min)

Overview of the ethics rules as they apply to members of City boards and commissions. Required for all new board & commission members. Open to board and commission members and those who advise them. Also covers basic information about the State Ethics Act, which applies to some City workers. Also fulfills annual refresher requirement for board and commission members. Political Activity Information Sessions (30-45 min)

A closer look at the political activity restrictions for City appointed officers and employees. Get more information about which rules apply to your City position, which campaigns are off-limits, what types of activity are permitted, and how the rules apply on social media. Ethics Refresher (30-45 min)

For State, City, and Mayor's form filers. Understand the basics of what gets disclosed and how to use the electronic filing system.
